I can't explain well when to use 以上に、以上で、以上を、in every situation, or even 以上 as a part of speech. 以上で often precedes a verb, but not always. 100円以上で売ってください。 「30人以上で使える部屋を探してください。 Sorry to be in such a hurry.
It is, though, a subtle difference that needs to be acquired through good use and naturalness rather than hairsplitting, complicated grammar。。。ね。
