A lot of anime chars use the word "Nanttebayo" a lot..DOes it mean something like "What the hell is that?" or "What is it?"

As a statement XXX(ex. Sonna kotona)ttebayo is an extremely negative way of saying :

I don't mean that.
You are wrong.
You are misunderstanding me.
It's not true. etc.

so I'd say for a question, it's probably more closely related to "What the hell" than "What is it" :-/

I found this sentence when I am reading the manga Naruto, I couldn't figure out the meaning of this sentence. I don't understand what does "早っ。。。！！！っつーか" means, what is the "か" there for? "早っ。。。！！！っつ" what grammar is this? Is the such thing as 早っつ？Lastly, what does なっちやう means? I can't find all these in the dictionary, as they slangs? Thanks in adanve for helping me.

By the way, what is the meaning of というか? The meaning of という is "say" right? Then, what is the meaning of か there? Sorry to trouble you again. I think I am really having difficulty understanding manga in Japanese...Is there anyway of learning those slangs?...

Well what I was trying to imply was that the kanji that I got from JqTrans was not on the list of ways to write the word kokuei and that's probably because it's not the way to write it in romaji since the word wasn't translated to it correctly, right? when writing kurokage as you said I got the right kanji as JqTrans shows.

Actually there are only 3 pages of manga, I think the first two are not so important so I didn't put it up. There first two paging are just the planning of making Kakashi sensei to eat ramen only, because those 3 kids (the one seating besides the person eating ramen) wanted to see his true face. The one eating ramen is Kakashi sensei. The old man standing besides the girl is the father of that girl and also the owner of the ramen shop.

Going back to the question,

When you translate it as:

How do you fit the meaning of 親父 into the sentence? When it comes to っつーか親父, what does it actually mean? Sorry, I know my question sound a bit stupid...but I really don't understand. Perhaps you could make a simple sentence using っつーか or というか, so that I will understand it better, thanks a lot.
