The final screening takes place after they contact the universities, when they decide whether/where to place you.
You are right, and actually my Embassy told me (off the record) that unofficially, they don't usually see people get rejected from the second screening if they passed the first one. But they keep reminding us that nothing is guaranteed until it's official...in any case, congrats on passing the first screening guys!I'll take a look, thanks.
I don't know, I've monitored the previous 4 years in my country, and not a single time was anyone denied after passing the primary screening and obtaining a LoA. One person was denied due to not having any LoA at all.
I know nothing is sure, but the chances are very slim. Hope so, at least.
This is right-on...I posted similar explanations in other threads related to the MEXT scholarship.It is possible that if your ONLY LoA is a private uni in Tokyo you could be cut at this stage. Otherwise I can't say I have heard of anyone being ousted.
It is entirely possible, that if a MEXT applicant has Keio, Waseda, and Todai in their preference list, they could pass the preliminary screening (Embassy recommendation) but not pass the second screening.

Certain universities are in such popular demand, with so many applicants, that even students nominated by MEXT cannot be admitted due to sheer numbers. Particularly, this list includes private unis in Tokyo (Keio, Waseda) and some national unis (Todai, Kyodai). It is entirely possible, that if a MEXT applicant has Keio, Waseda, and Todai in their preference list, they could pass the preliminary screening (Embassy recommendation) but not pass the second screening.
That is why it is wise to arrange your preference list with "shoo-in" unis that allow you to be placed by MEXT more certainly.

I'm not sure about 3rd choice placement...but I saw a lot of people placed at 1st choice and 2nd choice. However, the trend between all these decisions is that MEXT placed students (overwhelmingly) at public/national universities. I only saw some at private unis. Just got news from one of graduate schools of Todai, that I've passed their screening and they will soon send me the LoA. Anyway, the LoA looks ... quite different from ordinary LoA form provided by the embassy. It's called 'Certificate of Acceptance', and (according to Todai), It will replace the LoA form. Anybody who admitted to Todai has the same experience ?
On the other hand, I will finally collect 4 LoAs. After Todai, Kyodai and TMU, the last will come from Nagoya University (backup choice). Now, the difficult part is : I have to drop one of them.
Even you don't have to be worry .. Because the original LoA which is now on the way to the Japanese embassy in your country will be used only for the embassy's record.. The copies of LoAs that you have gotten by email (as PDF) ARE SUFFICIENT to proceed to the next step. And this information is confirmed from my discussion with the embassy regarding that matter.Don't worry about the Certificate of Acceptance, Malaysia's Japanese embassy has stated this very clearly in the instruction on how to get an LoA:-
. The Certificate of Acceptance is issued by several universities (ex. University of Tokyo) using their own format. Japanese universities will issue either LPA, CA or CPA; and either one of them will be sufficient. If the university issues CA or CPA, please do not ask the university to issue another LPA.
However, do confirm this with your home country's Japanese Embassy.
I posted my CA on last Thursday to Malaysia's Japanese embassy but until now it has not been delivered as shown on the mail tracking status. It was supposed to reach on last Friday. I am very worried as the situation now in Malaysia is a bit messy. I can't even sleep at this hour (521am) but there's nothing I can do because today is a public holiday.

I was notified in late-November that I passed the second screening. Then I was notified in mid-January that I passed the final screening, and got my university placement.Hello everyone! What a pity I just found this place now

As for departure, I think it depends on your university/advisor. MEXT will only pay for your plane ticket if you travel within certain dates (this year, Sept 18 - Oct 14). However, my university (Tokodai) required an even more selective window (Sept 24 - Oct 2). Since my advisor wanted me to get settled before the orientation/semester started, he asked that I arrive before Oct 1. Also, I was told not to arrive on the weekend...so...the travel agency contacted me and asked my preferred dates and now I'm flying Sept 27
