Let me tell you, from Ueno to Shibuya, to Shinjuku, I saw ONE j-rock guy, thats it ONE, the rest are more like yankii kids... what you might see from magazines like Men's Egg / Men's Knuckle... more like a mixture of rock & roll and long amber hair... no, 99.9% of the boys are nothing like the jrock bands, whatsoever.

The cornerstone of Japanese humor involves a group of grown men standing around and beating each other over the head and shouting. Judgment is probably outside of the equation, that is--- the parent's just don't know what their kids are up to, and this is not saying that they are essentially 'bad' parents. But as you say, their can be simply, bad parenting going on.
I've seen girls as young as 12/13 dating.... well, that is to say, in my own neighborhood (years ago), I don't observe them from my windowless van....

ok there are people at my school aged 12/16 dating all boyfriends kissing on the field not me though i just sit there staring at the floor listerning to my ipod while my mates are kissing How boring am i

Just keep doing that... All these things you are experiencing are what every young person experiences... crushes, idealism, what have you...
Be a good person, be true to yourself, your family, and keep up with your school work, and what you gain from that will be multitudes greater than finding a boyfriend at the moment.
I'm not trying to tell you what to do with your life, just telling you I was your age once too.
I don't want to break your bubble, but Japanese Bishounen are a product of fiction, not reality. Sorry.
