Found a good book called "making out in japanese" by Todd Geers

Is that a sample of what's in it? It is laughably wrong.

The book....without intending to be....is a joke.
 
It is a direct translation by somebody with an inadequate understanding of what he was saying.

That "feel" isn't used in the sense of "touch"; the verb is wrong.

Do you tell girls/women in your country that you want to touch/feel their hair? Sounds creepy to me.

Phrase books are a poor substitute for learning the language. That one especially so.

I've seen that book pop up over the years. Good for a laugh and nothing more. Anyone who'd actually use those lines in earnest are douchebags.
