Beauty product instructions , translation needed

Hi all,
My wife and I traveled in Japan a couple of yeas ago, and while visiting Kyoto - my wife bought several products in a local beauty shop. One of the products was lost when we came back, and we've found it last week.
My wife wants to use it but we can't figure out what it is and how she can use it... (it looks like a small bag with white powder).
- I added two photos of the package, front and back.
I would appreciate it very much if someone who reads Japanese can explain the nature of the product and how it should be used...?

It's sort of hard to read the back with so much of it obliterated by the flash....

Disable the flash and try it again, please. More in focus would also be nice. Taking the photo outdoors in sunlight should do the trick.
