Age requirement for MEXT? confused

Hey guys,
I am hoping to apply for the MEXT scholarship for next year. I read somewhere that the age requirement was under 35.. but when I opened an actual application it said the applicant must have been born between 1991 and 1994 or something. Or does this differ based on whether you are applying for the Undergraduate or Graduate program?

Why is it that when I open different MEXT applications the age requirement seems different? )why is it different at all?

I appreciate the help!
 
Usually the requirements are age under 35 and 16 years of education absolved (for graduate). Can you link where you read that?

Sure! Here is the link.. If you look at the English applications, they all say you must have been born between 1991 and 1996

Alright! I just have another question..

When is the deadline to apply? I read on the form that the deadline is May 2013 for the April 2013 semester. That is... confusing.. Does it mean I can still apply after the semester has started? Or do they require you to first be accepted by a school, and then apply??
