Question A political sentence, hope someone could explain これで西濃、東濃、双方の調略は充分、施したかと。

hope some experts about Sengoku era history in Japan could help me understand this sentence clearly !

Story: Main character is leader of a small military squad, currently he's working for Oda clan . His 2 subordinates (one is 転子/Koro and other is Hiyo) just returned from Mino country ,after a secret mission to infiltrate and sabotage Mino, prepare for future Oda clan attack Mino. (i don't know much about Japan history ,so i'm not sure about the meaning of this kanji 調略 /just guess based on context as "espionage/sabotage mission" like Metal Gear Solid ?, if i was wrong about its meaning please correct me ! )

転子(Koro)「二週間ほど、美濃に潜伏して色々動いていましたからねぇ~。さすがに疲れましたけど、首尾は上々ですよ!」

転子「詩乃ちゃんに紹介状を書いてもらって、西美濃三人衆に渡りをつけたあと、そこから稲葉山の柱を何本か、抜くことに成功しました」

「これで西濃、東濃、双方の調略は充分、施したかと。……これで熟した柿のように稲葉山城は落ちると思います。」
(*note: 詩乃ちゃん/Shino is also 1 advisor of Oda clan and working for protagonist too)
 
The plans are in place for both Western Mino and Eastern Mino. (With this strategy) Inaba-san Castle will fall like a ripened persimmon.

I think in this case 調略 means plans, schemes, tactics. So the plans to undermine, or compromise west and east Mino are well in place, which will lead to the downfall of the castle and victory for whoever is plotting this scheme.
