I've not come across either properly before, but would an accurate translation be "with the reality of___"? Or "in effect"?

The sentence is ベルリンの陥落をもって事実上、第三帝国ドイツは敗戦 国となった。

"With (the reality of) the surrender of Berlin, the Third Reich was defeated."
 
Thank you! I think I've got the hang of 事実上 now.

Does 事実上 belong with ベルリンの陥落, or ・・・となった? " As in "the Third Reich was effectively defeated", or the above?
 
The Third Reich was defeated in effect (it was not defeated yet officially, though).
