I tried to use PhotoShop to enlarge them with no luck. They were too small to work with.

The photos are clear and adequately sized if you view them on a phone

No. The size 400x291 is extremely small to read the kanji written there. Is there any reason you can't upload higher resolution images, for example you actually really don't have those pictures?
