窓の外は雨足が微かに光るだけの灰色一色で、その色も 墨色に変わり、やがて通路と荷物棚にポッとランプが点 った。

Is the first part of this saying that the rain showers, that had been shining with a faint monochrome grey light, also (now) turned to inky black? The doubt I have with this is that rain showers would normally be associated with a darker sky anyway, whereas this seems to be treating them as an area that remained brighter longer. Also, the purpose of だけ is kind of hazy for me again. Does it have a meaning like ほど again?
 
That sentence describes three different level of the darkness/brightness of the sight; grey --> inky black --> lights are on(since getting darker). It's saying about "time passing", I think.

雨足が微かに光るだけの灰色一色 means that only rain drops gleamed faintly and the rest of the sight was all grey, not grey light.
 
Oh, but one more thing please.

a) This is copula で, right?

b) Is the following a valid sentence, with the same meaning as the first part of the original sentence (without the continuation, obviously)

窓の外は雨足が微かに光るだけの灰色一色だった。

?

I know this is similar to another question.
