足が疲労に耐えかねたわけでも、もう濡れてもいいやー、と開き直ったわけでもない。

Hi. Is there a ない omitted after the bold part?
And does the underlined part mean "it doesn't mean... nor does it mean..."?

I wouldn't say that. I would say the meaning is completed by the ない at the end of the sentence.
This comma is meant to suggest that you defer to later to complete the meaning of the clause.

Pretty much, if わけ means 'mean' there.

It looks to me more like this is case of 'case' or 'reason'.
"it's not the case that ___ nor the case that ___"
"it's not because ___ nor because ___".

As chris-san wrote, it's not an omission of ない. The following two expressions are both correct, and the same in meaning.

AでもBでもない
AでもないしBでもない
