Hi. How should I understand the どうとか? 精霊 is how?
By the way, is the circled ていた the same usage as 家に着くと、窓が開いていた?

It's similar to どうこう or どうとかこうとか, something like "it's not a problem whether she is 精霊 or not", "it's not a problem how we treat 精霊" or along the line.

Sorry. I mean this ていた is the same usage as the できていた in this thread?
But now I feel it is not the case. Perhaps it is just for emphasis as Chris-san previously point out?
 
The sentence even begins with もう, doesn't it? In light of that, is the tense of the final verb so confusing to you?
What would you expect it to be if not ~なっていた?

Oops. Thanks for reminding me. I should have noticed the もう(already) that justifies the use of past perfect. :p
