It's similar to どうこう or どうとかこうとか, something like "it's not a problem whether she is 精霊 or not", "it's not a problem how we treat 精霊" or along the line.

Oops. Thanks for reminding me. I should have noticed the もう(already) that justifies the use of past perfect.
