だれかに資格を与えられなければ? passive or potential

Hi, I need a translation confirmation if anyone has time.

「形だけ知っていてもだれかに資格を与えられなければ描けないルーンもある。」
Does it mean - "Even if you know the shape (of some runes), unless you get qualified by someone, you can't draw them." ?
I'm asking because だれかに資格を与えられなければ looks like an indirect passive to me, but it could also be potential (not sure if it needs to be 資格 for potential). Or is it ambiguous?
 
Your translation is correct. Grammatically, it can be potential, but "unless you have ability/authority to qualify someone to do" doesn't fit the context, right?
 
Thanks for the confirmation. The potential translation you suggested wouldn't make much sense here, indeed. I was just curious if was possible with those particles and verb form. The odd thing for me was だれか, I would expect "higher ranking wizard" or something instead. Maybe they're trying to not spoil stuff from the game, since this is just a game manual. *shrugs*

I won't post in the translation thread anymore, I promise. Moving my posts will turn into a chore otherwise. :)
