「たぶん、ジニーのものはお古ですませられると思うし」

Is すませられる passive form of 済ませる?
 
That's the potential of 済ませる. Indeed 済ませられる can be the passive of 済ませる, but 済まされる (the passive of 済ます) is usually used for that meaning (probably because 済まされる is easier to say than 済ませられる, similar to the causative passive of godan verbs; e.g. 行かされる vs 行かせられる). 済ませる is 一段化 of 済ます. The conjugation type is in the way of shifting from godan 済ます to ichidan 済ませる, but still these verbs are both used now. The same phenomenon occors also on "合わす vs 合わせる", "任す vs 任せる" or "浮かす vs 浮かせる".

合わせる(not potential)
合わされる(passive)
合わせられる(potential or passive, but mostly potential)

任せる(not potential)
任される(passive)
任せられる(potential or passive, but mostly potential)

浮かせる(not potential)
浮かされる(passive)
浮かせられる(potential or passive, but mostly potential)
 
When not using the potential or passive forms, are these ~す/~せる verb pairs mostly interchangeable?
