And is the underlined part an inversion because of 見えてきて? If so, does the 見えてきて indicate reason/cause? If so, doesn't the し in red already indicate reason/cause?

It's an omission of the following part, not an inversion, and I think the -te form is for "and".

たら conditional is not past. Do you think 明日晴れたらドライブしよう is past?
Or, are you saying that she is actually explaining about a past event, so it should be past progressive? If so, it's impossible to judge whether it's a past or present event only from that excerpt. I said "present progressive" since she is using the present tense.
