What exactly does あまりのことに refer to?

2. ・・・静まり返った中でダンブルドアの明るい声が言った。

What is 返った for? Does it add the meaning that the place had returned to silence after being noisy?

3. 宝くじでも当たれば、左うちわで暮らせるだろうに。

What is the purpose of に?

あまりのこと refers to what is mentioned previously, something that surprised them.

～返る gives a nuance of "entirely" to the preceding verb here.
