"The difficulty of learning a foreign language seems high."

Could I use 外国語を習うことの困難は高そうです。Or 外国語を習うの困難は高そうです。?

If this isn't off topic against this board, what is the difference between verb+こと and verb+の?
 
外国語を習う難しさは高いです。but saying it like that in normal language would be weird. In Japanese we don't describe things that are difficult to be "high", you would usually just say very etc. so it would be the best sounding to say 外国語を習うのはとても難しいです。(Learning a foreign language is very difficult)
 
高い can be used in an expression 難易度が高い.
