Aren't there various laws about hoax calling the emergency services? Or are they just not enforced? Whether you're a stunningly bored prankster in need of some quality attention or seriously mentally ill....doesn't it register with anyone this probably isn't going to be self correcting....after the 4th or 5th, or gee, let's say, maybe 10,000th time ??

Police arrested a 61-year-old man on Tuesday for obstruction of duty after he allegedly called the 110 emergency number over 12,000 times. Hisao Sumitani, a resident of Otsu, has admitted to the charge but was quoted by police as saying "the whole case is ridiculous."

According to police, Sumitani called the Shiga Prefecture emergency number 12,300 times between December 2006 and Sept 30 of this year. Sumitani would shout into the phone at operators, and is accused of disrupting their duty. He also reportedly dialed the Otsu fire department 1,390 times on the 119 number.

Authorities visited Sumitani's home four times requesting him to stop, but he refused to comply.

A 48 year-old woman was arrested Monday for interfering with police in the line of duty after she allegedly dialed the emergency number 119 on 157 occasions between March 1 and June 29, telling operators she was "tired." Ambulances were dispatched 46 times to the home of Kazuko Komae, a resident of Wakayama, police said.

According to police, when the ambulances arrived, Komae would spout abusive language and tell them to leave. She has denied the charge.

City fire department squad leader Masao Oura, 51, commented, "We can't really tell what the situation is over the phone, unfortunately. We'd like ambulances to be reserved for people who really need them."

Reminds me of the joke about the game warden who inspected a fisherman's stringer and found an undersized fish on it and was about to write the fellow a ticket. The fisherman's excuse was that he had already caught and released that same small fish a dozen times that day and he had just tied him up so he could continue fishing in peace.

After Totori University Hospital introduced a new scheme which requires 5250JPY surcharge from patients with minor/mild disease visiting at its emergency room at night and/or on holidays, the number of irrational patients significantly decreased.

So 100yen/an unnecessary call may solve the problem.
