I have a suspicion, though, that かかる is 懸かる in this sentence. The order is correct and one translation would be "The trap that the crane was caught in (had fallen into ?) was taken." ?It's a bit odd. Are you sure you don't have わな and つる in the wrong places?
鶴に掛かっている罠を解いてやりました。
I disarmed the trap set on the crane.
罠に掛かっている鶴を解いてやりました。
I freed the crane from the trap that it was caught in.
鶴 【つる】crane (bird) (Gruidae family); (P)
掛かる 【かかる】 (v5r,vi) (1) to take; (v5r) (2) to hang; (v5r) (3) to arrive; (v5r) (4) to come under (a contract, a tax); (v5r) (5) to start (engines, motors); (v5r) (6) to attend, to deal with, to handle; (v5r,aux-v) (7) to have started to; to be on the verge of; (v5r,aux-v) (8) to (come) at; (P)
解く 【とく】 (v5k,vt) to solve; to answer; to untie; (P)
Also, the て form totte is from 取る, right ?
