Let's focus on this expression that refers to a past experience.

Using the TA FORM of the Verbs followed by ことがある (koto ga aru), is a common way to express that you "have done something before".

Hello. I have a query.

Does the part in red use the construction 〜たことがある to refer to a past experience?

No. こと is just a nominalizer there. It doesn't express a past experience. In fact, 〜たこと is not a necessary condition.
cf.

Thank you very much for your question and I have just seen the answer from Toritobe whicn is very in detail and also in a expert way explained 👍
So I guess now you have understand it well . 〜たことがある can mean the past experience in the basic Japanese level ( which I tried to explain in this video) but in more advanced level, it can mean THE REASON so the sentence that follow can happen because of that CAUSE in the previous mentioned.
anyway toritobe explained it so perfectly with several examples.

Thank you both very much.
As Lily-san mentioned, ~こともあり/あって is used to explain the reason there. More specifically, this expression suggests that it's one of the reasons because of も. You might be able to find it in textbooks for JLPT N1.

Of course ~こともあり/あって can express a past experience, too.
e.g.

As you can see, 北極や南極にまで行った is not the reason of 今もアマゾンを旅している. Needless to say, you need to interpret the meaning of an expression from the context, not just from the seeming structure.
