I cannot even imagine the traffic chaos this must have caused today:

All services on the Yamanote Line in central Tokyo have been suspended since early Friday morning because of a power outage, the operator said. The outage, which occurred around 4.00 a.m. between Shimbashi and Shinagawa stations, has also led to partial suspensions on the parallel Keihin-Tohoku Line, according to JR East. It probably caused less chaos than you think. Assuming the Shonan-Shinjuku line and the Keihin-Tohoku line are still running, there is a workaround for most stations. I used to travel from Ikebukuro to Nishi Nippori on the Yamanote line every weekday, one of the parts less served by alternatives, and there was a bus that I could catch when the Yamanote line wasn't running.

NHK reported in the morning that the Keihin Tohoku Line had also been affected. Just watched the TV news, some passengers were required to alight onto the tracks near Tamachi Station. Glad I commute on the bike.
