Tho I'm not working there now (retired), my school--small, private, unranked--cut tuition as a strategy to attracted more students and show they were offering better value (to parents).
I think any (private) school that raises those fees will face some challenges/questions. Of course the big, most reputable privates have some flexibility, but the solution for many schools is to not hire regular full time faculty, and instead rely on contracted full timers and part time instructors. And this strategy is already well under way. Full time faculty positions are scarce.
As a parent, your focus might be to have your kid be good enough to get into a public school--either national (国立大学) or many of the smaller ones (県立大学). And if you are concerned about budget, one of those that is close to home, so your kid doesn't need to go away to school.
