Question Translation of WWII "Time is running out" (?) surrender leaflet

I'd appreciate a translation of the header as well as the islands represented on the "numbers" around the dial.
Interesting how each Japanese flagpole is broken to symbolize the island's capture.

I can recognize Guadalcanal at the "1" position, and the Philippines at "11" and Japan at "12," but not the others.

"Time is running out" is a good enough translation. Other translations are "The hour is at hand" or "The clock is running out", and they are both OK. They all mean basically the same thing.

9. Guam

11. Philippines
 
I'll post the government translation document later this week for this one. In Nepal currently so away from my readily assessable stockpile of docs.
