The apparent non existence of car child seats in Japan

Hi all, my first thread here but I've been wondering about something for a while now and felt that this was the best place to see what others have to say.

I have been in Japan for around 4 years now and one thing that never ceases to amaze me is the lack of child seats in cars. If its not babies being held by passengers its toddlers bouncing around all over the place in the car while its moving. Get this, an aquaintance of mine even said that he thought it was safer for the front seat passenger to hold the baby while the car was moving. What is wrong with these people!! In my home country there are all sorts of safety campaigns to promote child safety in cars, I would hate to think of the number of kids who are injured in cars as a direct result of their parents stupidity. I know this is a little bit of a rant but I'm sure that others out there have similar feelings (or am I suddenly feeling very alone!). What is your take on this?
