Taisho 9 Postcard - needs some assistance with translation

This postcard shows a military event. I can read the date on the left (16 May 1920, o Taisho 9), but can't quite make out the heading describing the event.

I'd appreciate the forum's help!

Actually, that's not a military event. It indeed shows a militaristic atmosphere of the era, though.

the Governor Sekiya's Address


** 岳陽少年團(=団) was a boy scout founded in Hamamatsu city, Shizuoka prefecture in 1915.
*** 関屋(貞三郎) Sekiya (Teizaburō) was the governor of Shizuoka prefecture at that time.
 
I am very grateful. I quite misjudged what it showed. Pleased to know what it actually is.

Correction:
Gakuyō Boy Scout was actually founded in Numazu city, Shizuoka prefecture. Sorry for my miswriting.
