Strange usage of と in this sentence

Guys, I cant understand the usage of 'to' in this sentence here. Normally, the 'to' here should mean to iu you ni. An example is like X はA, Y はB, then something 'to iu you ni' to list out just an example...But here the normal X はA, Y はB structure doesn't seem to fit....

I apologize if I did not seem to explain this well enough, because I am really confused by this usage of 'to' here..

The use of と in this case is just the simple particle, signifying an additional condition. Yumi, whoever she is, apparently has high standards.

The 百八センチ 以上と is clarifying 背の高いこと, that is, it provides the information, "to what extent he is 背の高い." But 108 cm is about 3'6". Are you sure it's not 百八十?

Hello. I have been living in japan for 30years since i was born.
In my opinion, we may have to guess the meaning of this kind of "to" considering the context in which it is used since "to" has various meanings.
I would translate this way.
Yumi-chan has included "being taller than 180cm" in her requirements (for her partner) in addition to "having high-level educational background" and "earning substantial income"(as a result of some experience which have made her realize that she likes taller men).
My sister has the same name, but I want to believe she is not that type.

Now, I have a much clearer picture about what that second 'to' means...Although the second usage of 'to' contrasts against what I learn in standard japanese grammar textbooks...
