At least the article does acknowledge there is abuse/mistreatment of some of the foreign "trainees".

To counter this situation, the government plans to take legislative action to strengthen supervision in corporations and organizations that take on foreign trainees, aiming to stop an increase in the number of runaways.

I hope that reads "strengthen supervision of employers and working conditions" and not "foreign trainees". Doesn't seem to be of high priority anyhow:
