All I can read on it is the date of manufacturer, 1978. But somebody with more expertise should help you out with the name. I'm not so good at parsing "cursive."

Yes, it's kanji. It's definitely Japanese. This part says 昭和53年作 i.e. "Made in Showa 53."
Then just use a conversion table to translate the Japanese Showa year to western style.

I think the second kanji would be 藤.
