変わる is to change or transform, 代わる is to take the place of, or to stand in for.

I'm pretty sure Usagi is punishing in the name of the moon, not transforming into the moon and then punishing. Unless I missed an episode.

This is an excerpt from a plaque that was supposedly hung in Japan during the Korean war to advertise to US soldiers looking for R&R (Rest & Relaxation) - hence the probably crude content.
My amateur skills translates it to something like "及特?樂" (No luck finding the Kanji for the 3rd character) and I'm guessing the meaning is "Special Pleasure" or something similar.

及時行樂 ; it's apparently Chinese for 'enjoy the present' and roughly equivalent to carpe diem, judging by a quick google search. I don't speak Chinese though.

Four character Chinese idioms are used in Japanese as well, so without seeing more than that excerpt it is impossible to say it isn't Japanese.

It seems to be a logo of a brand NOVUS IMPERIUM. As you can see in the picture in their site, there is another logo of the brand on the sleeves of genuine products...

It certainly is, it's a collaboration with a rapper named Xavier Wulf. He also goes by many other titles including "Alpha Wulf" and "Alpha K9", Novus stated that it translated to ALPHA but I still can't seem to verify that.

団 refers to the theater company (group/troupe). The person is taking a leave of absence from the theater company.
