When a member of the Yakuza crime family does something very wrong that upsets their big boss they used to cut off a finger or part of a finger and present it to their boss as a way of saying they were sorry for their mistake. I get the feeling the card refers to that.

It is a fairly common slang expression meaning, "How sloppy/unshapely/uncool/ugly/clumsy!"

It isn't clear in the story. He just gets into the train and that's it. But I'm assuming that どおっこいしょっと is supposed to indicate the action of sitting down and/or setting down the baggague.

Think it's probably 開 rather than 関, in which case 開始時 is just "opening/start time" as you already guessed.

さやけさ is a noun from さやけき (adjective), its modern form is さやか（明か、清か）.
It means 'bright', often used to describe the star light and moon light.

Er, I'm not going to nitpick, but, strictly speaking, the adjective さやけし is from さやか（なり）. (形容動詞語幹の形容詞化 "the adjectivation of the stem of -nari conjugation adjectives")

さやけさ is a noun form of さやけし, as undrentide-san pointed out, but unlike the stem さやか/the conclusive form さやけし/the attributive form さやけき, which just means "clear(ness)/bright(ness)", さやけさ expresses the degree of clearness/brightness. The English translation "how clear and bright" in the site you linked is from here.

月のかげのさやけき ＝ 月がさやかだ
The moon is clear and bright.

月のかげのさやけさ ＝ （この）月のさやけさはどうだろう

Among my many weak points, probably the most critical. Colloquial spoken japanese expressing various emotions and humorous nuances. I would appreciate help understanding this.

Little boy says to grown man in bath: ボクのおシリを拝もうたってそうはいかないからね！！

Grown Man replying in a sort of angry tone: ンなもん見たかねぇよ！！

Please correct me if possible but I cannot interpret the first line as anything but "(even)if you try to see my butt/bum that just won't do!" (it just no good trying to see my butt etc)
I'm not even sure if 拝む is supposed to have a "see" meaning here. It's generally a verb for praying/pay respects so maybe "pay your respects to my butt" is more literal? I understand it's sometimes used sarcastically.

Then I'm completely at loss as to what the ンなもん見たかねぇよ！！ is saying.

Yes, your translation is correct. 拝む is used as a humble verb of 見る in this case, so it has a comical nuance, something like "to see respectfully", comparing to 見ようったって.
The second line is a colloquial/slangy way of saying そんなもの見たくはないよ.
