It isn't clear in the story. He just gets into the train and that's it. But I'm assuming that どおっこいしょっと is supposed to indicate the action of sitting down and/or setting down the baggague.Didn't he say it when he was about to sit on a seat or set down his baggage?
Think it's probably 開 rather than 関, in which case 開始時 is just "opening/start time" as you already guessed.
