I looked up 通常運転 on alc.co.jp and it said that it's "normal operation"
I've seen it in two sentences 今日も通常運転でお送りします and 紳士は通常運転でお送りしております both of which were tags on pixiv. From what was on pixiv, it seems to be more like normal bodily function rather than anything having to do with a taxi.
But, I can't think of a good way to phrase it so that it doesn't end up sounding really awkward.
It would used as 普段通りでいる/過ごす; "to do/live/work as usual".

I don't get how the ni works here
に indicates the target to make contact with, as same as ～に電話する.
The clause following から, "大丈夫/安心していいよ, i.e., Don't worry", is omitted, since the listener can easily imagine it.
The clause preceding から explains the reason why the listener doesn't need to worry about it.
