The former. From the context, he would say that to the foreign people/audience/musician(s).

What's the source you got the words みつかい, あいかん from? They don't make sense at all.

みつかい maybe be 御使? If so, アナタ ノ みつかい あいかん デス would mean "I'm your messenger (named) Aikan."

(By the way, I think you mean yomu instead of nomu. Nomu means: to drink)

To my understanding: "yomu koto ga dekimasen" means "(Subject) can't read"
"sukoshi shika" pertains to only being able to do a little. So it means "(Subject) can only read a little" Most likely this was a reply to you after you stated you were still not too skilled in English.

"一時は" in this context means "at one point in the past". So, in this case, she is most likely referring to something that was going on in the film.

"一時はどうなる事かと思った" is a very common expression that is used when one looks back on an event that's had some problems at one point that made you think it would turn out badly, but in the end, it's ended up being OK. It should be translated so it would fit the situation/context.

Example : A relieved father of a little girl after his daughter's piano recital where she messed up the first part and had to start over. In the end, she did great and got a standing ovation. He thinks to himself...

一時はどうなる事かと思ったけど、最後まで演奏出来てほっとした。

I thought it was gonna be a disaster... but I am relieved she was able to finish the song.

一時 in this example, of course, refers to the time when she made the mistake. どうなることかと思った means "I was afraid/worried of what would happen" e.g. the girl running off the stage in tears, the audience laughing at her mistake, etc.

Another Example : You've just finished watching the movie E.T..

E.T.が病気になって真っ白になっちゃった時はどうなる事かと思ったけど、最後はハッピーエンドでよかった！

It got me worried (about what would happen) when E.T. got sick and turned all white but I am glad it had a happy ending!
