For the second part 親父 is probably refering to the ramen cook and his relationship with whoever the girl next to him is in the last panel.

I think it's something like "(I could say) [sentence a] but actually [sentence b]"
It's generally used when you say something inappropriate or less relevant to some situation and then use というか to restate what the actual point is.
