I still don't get how a main clause in the past can be paired with ~~たらto show a planned event involving the self.

Those type conditional constructions are normally reserved for showing surprising or unexpected outcomes.
 
If the conversation is between a boy and a girl, and the boy is jealous of the girl's ex-boyfriend, what else could it be?

my 2 cents : Practicing what you already know and letting us fill in with the context after that will make everything less random. Solidifying one concept before moving on to the next simplifies the whole endeavor quite a lot.
 
I might translate it as:
"Well, maybe I did go back to him."
Probably she's annoyed with her boyfriend and is at this point trying to egg him on.

But there can be a context that the sentences make some sense.

A possible case.

A:じゃあ君は彼(=あのひと)といてもリラックスできなかったんだ。
B:ん、(あの人といるときの方が)ほっとしたら、(私は)あのひとのもとへ行ってたかもしれない

I have to say this is 苦しまぎれ. ほっとしてたら/するなら would be more natural in this case.

回/度 is basically used for repeatedly occured actions/happenings, whereas 番 is for an order in a group, 右から2番目, 初めから3番目...

回 and 度 are interchangeable in most cases, but not always. There're some exceptions.

1)度 can't be used with the prefix 第 and 全.

○第1回
×第1度

○全10回のドラマ
×全10度のドラマ

2)度 is basically used only for natural numbers under 100, thus, can't be used with 0, decimal/mixed decimal, etc.

○成功したのはまだ0回です
×成功したのはまだ0度です

○平均すると2.5回に1回は失敗している
×平均すると2.5度に1度は失敗している

I was looking up a word for "extra" and came across 番外, can you use this in a sense you need to pay additional money? Here is the sentence I've made:
その特訓は オプショナルで、5ポンドの番外をはらいますけれど、毎週 行っています。

For whatever it's worth, I usually see additional charge as 追加料金.
 

As noted earlier, 番外 means extra, as in extra material on top of the usual. For newspapers it could be an extra section, for TV it means a special episode with extra material etc.

A case in point (for anime) is the 13th episode of the recently concluded K-ON! anime. It's listed as an "extra" episode, because it contains extra material for the anime, a side story if you will.
