Japan remains behind other major countries in the adoption of generative artificial intelligence, with just 26.7% of people reporting usage of such tools in 2024, according to the internal affairs ministry's 2025 white paper released on Tuesday. The figure represents a threefold increase from fiscal 2023; however, it still falls short of adoption rates in the United States and China, where 68.8% and 81.2% of respondents, respectively, reported using generative AI.

The white paper positions AI as a key foundation of the future digital society and emphasises the need for more substantial efforts to expand its use in both industry and daily life.
