Popular, I don't know, but it sure is known.

For instance, there are these monthly Happy Dynamite (Google it, I can't post URLs) parties in Shinjuku which plays happy hardcore and UK hardcore. I went there last year and there was about 200 people I'd guess. I look forward to come back.

Happy Hardcore is not really the same though, me don't like Happy Hardcore...it's a little to...happy ^_^
