If these two sentences are gramatically correct, would this mean "A person committing crimes" and "A crime committer"?

ペンはテブルの
よこです。(Not そば or となり)
Is this sentence acceptable?
東京はにぎやかなのです。(の=another 東京)
I'm also reading about 降りる...isn't おりる also a honorific verb?
Since it is は。。。あります instead of が。。。あります it is like what was mentioned a few pages ago, not saying "There is ... that exists" but the fact it is located there, right?

I have trouble with "I went out for an hour"...it works? Is it because it's not an "activity", but it is a change?
What about sleep? Isn't that a huge change? You go from sleeping until you are awake....
So if I were to say that PFは本を借りています...what would it mean? Does it mean that he is borrowING the book?
How about 電車を乗っている?
And how would you say "he is crossing the street"?
Why is 住んでいる not a "continous action Group 1" verb?
