Greetings. I came across this Hinomaru no Yosegaki and would appreciate any thoughts on authenticity and translation of anything of interest. Is there a dedication to a named individual? Thank you for your help.

Vertical writing down far right side:
禱 武運長久 (pray for good luck in battle)
贈 岡田虎夫君 (for OKADA Toraō-kun)

Okada Toraō is the recipient.
The rest are names. Hard to tell if its authentic or not. If its being offered on an online auction site, I don't think I would take it.
