Help me with this (econ?) sentence

I came across this sentence that I'm having trouble understanding. Can somebody help me?

少数精鋭を追求する組織にしたため、工務や安全など隠 れている経営基盤が弱体化している。

In order to (窶堋ｽ窶堙? create organizations that aim at being the few elites, the business foundation that hid engineering(??) and safety issues is weakening.

What does this even mean?

What does this even mean??

You should notice that the first clause is in the past tense （したため）, so the organization is already that way.
隠れている modifies 経営基盤
少数精鋭 is a fixed phrase pointing to "lean and mean" organization.
Thus:
The organization's management base is weakening in hidden areas such as construction/engineering (this depends on the company's line of business) and safety because it has been organized as a small body of top-class workers.

As epigene-san wrote, したため or "the past form + ため" explains the cause of the result, not the purpose. 工務や安全など are the examples of 隠れている経営基盤; 工務や安全などの隠れている経営基盤.

Just a few more things:

1) "The organization's management base": how do you know that the management base belongs to the organization (組織)?

2) what is the meaning of 工務 and moreover, what is it doing in this sentence??
In other words...the management base is weakening in areas such as construction/engineering and safety....what does that even mean?

I interpreted it as "the basics of management," being general a general thing. And since they're talking about this particular organization, it applies to them in this case. Does that make sense?

工務 means either 土木・建築などの事務 or 工場における事務, according to 大辞林. That's construction or civil engineering business, or the business in a factory, like the deskwork and documents and stuff like that. So that kind of stuff is getting worse. More on 事務.

OK, so that's a pretty vague explanation, but does it help you get a better picture of what it's saying?

The sentence wrongly imputes the weakening of the operating foundations of the company to a business strategy that the company employed.

It sounds like the guy who did the company's reorganisation overlooked some important bits, and made things even more inefficient. Now he is claiming that such result is an inevitable consequence of the reform, not his fault?

経営基盤 is translated as "management foundation" but in this case, it probably only means "the basis on which the company operates": someone tried to use a big word and use it wrong.
More simply put, 経営基盤が弱体化している means "the footing of the company has been weakened." (in the areas such as safety and building)
