Final tsu (っ)

I've learned that the character tsu (っ) means double consonant ( ss,tt,pp) but might it be also at the end of a word?

In colloquial expressions, yes. It has a function like the exclamation mark.

I believe that at the end of a word it just represents a clipped (really short or cut off) sound.
