Embassy or University Recommendation

Hello everyone. A quick question, is it possible to apply to both embassy and university for the research scholarship?

I think the results are announced at about the same time, at mid-July. But since getting the scholarship seems to be easier if you're recommended by the embassy, I thought it'd be a good idea to apply both and if I manage to pass through the interview just cancel the other.
Or would they be kind enough to present a chance to pick one?

as fas as I know you can only pick one way.....but I remember one guy here on the forum stated he applied through both....maybe he was lucky enough that MEXT did not notice it.
