Legal E-scooter rider referred to prosecutors in Japan’s first case

The Metropolitan Police Department has referred a man to prosecutors after he failed to attend a mandatory safety course ordered following traffic violations while riding an electric scooter. Investigators said the man was stopped twice in 2024 for traffic offences while operating an electric scooter. After the incidents, the Tokyo Metropolitan Public Safety Commission instructed him to complete a safety course for electric scooter riders.



Authorities say he ignored the notice and did not attend the course by the deadline. Police treated the failure to comply as a violation of the order and referred the case to prosecutors. It is the first time nationwide that a rider has been referred for failing to complete a mandatory electric scooter safety course.
