The vast majority of the writings are individual names. The pictures are oriented incorrectly, but the writing at the top "忠誠奉公" (read right to left on the flag) means something like "Dedicate My Life for Country". The recipient's name is on the right side of the flag (top to bottom), but I can't make out the full name...seems like 京藤良平 (Kyōfuji Ryōhei), but the kanji are somewhat off, and it kind of sounds like a made-up name. There are a few patriotic slogans scattered here and there - 七国報国 (again, along the lines of "dedicating my life and afterlifes to the country"), etc.
