I am currently learning yojijukugo, and thought this one interesting.
The literal meaning would be "dark cloud hanging low..." and the last kanji means something like to "astray" as in "mayoimasu" 迷います。

Is this yojijukugo used in general by Japanese people, and what would be the general meaning, with example sentences?

I'm not native and haven't particularly studied 四字熟語 but I haven't encountered this phrase before in the wild.

低迷 is "hanging low," specific to clouds but can also refer to sluggish economic stuff, so it seems like the phrase is mostly referring to a bad trend in business, in English I'd say "dark clouds loom ahead."
