I've never watched a dubbed / subbed version of Rurouni Kenshin but that sounds pretty plausible. Unfortunately I don't have the episode around to check now.

So I guess it just bore a resemblance to it, and wasn't actually what I was thinking it was.

It's shorter and smarter, without compromising on the meaning. If it's from anime, maybe 技術 can be replaced by 技（わざ）.

I think that's pretty close, if not correct. It definitely comes at the head of the sentence, though. At least I can take solace in that word being of a classical nature and not too commonly used today as to why I didn't get it right (at least I hope I can ). I had never heard it before, but some searching produced this:

Usually I just don't use QUOTE tags around the Japanese bits but mark it out in some other way if required.

Unfortunately there doesn't seem to be an 'anti-italic' method.

yeah, 願わくば is not commonly used today.
But I sometimes, if not often, come across it in books or on TV.
I think you will also come across it someday.
I recommend to memorize this phrase.

By the way, if 願いはおけば isn't a misprint,
then I think it means "apart from my wish"

願いはおけば、かおる殿の戯れ言が真実になってもらいたいでござるな。
