I must say first that I'm not used to grammar terms (especially for Japanese). My last grammar lesson I had was in Grade 6.
報い……血をもっ て受けてもらう should be broken down into two:
報いを受ける: This should be learned as a phrase to mean "receive retribution"
「血」をもって(以って): This is a kind of postpositional particle used to express medium/vehicle, reason, etc.
