Can anyone help me to identify the attached symbols and stamp found on some drawings that my father has been keeping since the 1940's please? He died 2 weeks ago, and this is just one of the mysteries that we'd like to solve.

It's a certification stamp showing that the document or whatever passed censorship. The seal shows the family name of the inspecting officer. I can't read the kyu-kanji (old kanji) name on my screen.
The Japanese authorities must have inspected whatever was written on it. Censorship was commonplace in the wartime era.
