Anybody knows how to remove this marker?

It looks like a permanent marker of sorts which can sometimes be removed by ethanol/rubbing alcohol. If it's been washed a lot, whoever, it'll probably be impossible to remove as the dye binds with the fabric which, it seems, is the case here, unfortunately.
I would either remove the fabric altogether and sew on a new patch or, alternatively, get another, darker permanent marker and paint all over the patch. Leave to dry, wash by hand a few times and it should stay forever.

Yeah, at first I was thinking white-out, but yours is a better tactic.Paint it with the same shade of blue or black

Actually you might be able to remove it with a small paint brush and strong beach. Slide something under the right edge where it's torn to keep the bleach from going through the white cloth. Dab the bleach onto the letters until they fade & vanish all together. Don't get the bleach get on anything but the letters. Just as soon as they fade away , rinse the area with a lot of hot water (again use a paint brush soaked in hot water) to stop the bleach from eating the cloth away. Let it dry with the hot sun shining on it. If the bleach idea scares you , sometimes strong lemon juice will take the writing out. Let us know how it works out.
